Securing the spaghetti
If Windoze was a truely modular OS, then the process to secure the code would be straightforward. You would make the change in a central modules, and then all dependant modules would get the change. This is somewhat like how Linux is structured.

Unfortunetly, Windoze is a conglomeration of separate pieces of code, built up over the years. Making a programatic change for security might include MANY different groups/departments/programmers and areas of the OS. Fix the problem in IE, and it pops up in Outlook. Fix it there, and now WMP has the problem.

M$ has dug their grave by ignoring good structured programming techniques, and now its time to lay down in it.
