Experience tells me different
I work for a mid-size corporation, that back in 1996 moved a large portion of our in-house application development and web development to India. At first the montra of "LOWER COST!" was thrown out in every meeting I attended. However it didn't take long for reality to strike, the quality of work that we received from our Indian counterparts was sub-par at best. Most of the time we would receive a finished product from them only to have one of our developers here in the states "touch up" the product, i.e. totally redo it. Eventually it became apparent that no matter what we demanded of them, they just could not deliver.

Over the course of years the amount of work and the importance of the work that was given to them to complete was gradually reduced to the point that now we are in the process of "shutting down" our India operations. It took a while for management to be willing to admit that the "outsourcing experiment" was a failure, but eventually it all comes down to dollars and cents. Sure the company was able to hire twice the number of staff in India for half the cost of what it would have cost them here in the states, but since none of the employee's they hired could do the job it quickly became an anchor pulling us under.

I'm not saying that there aren't hard times ahead for the US IT community but, eventually I believe that all but the most menial of IT jobs will return after all the companies that are currently moving off-shore start experincing the same pain that we did.
