FHS, not Debian
Sounds like you're bashing your head against the FHS, the File Heirarchy Standard, not necessarily Debian per-se. FHS, although it goes against "tradition", is designed with NFS portability in mind, among other things. Really, who wants to have /etc in your PATH environment variable. /etc is for config files, not executables.

As far as config file renames, it would be nice if you provide examples. Then ask yourself if it really matters, as long as the sysadmin can find the info. Changing config file formats is an interesting wizardry I haven't heard about before. What exactly are you referring to. You must have SOME experience in this, otherwise you wouldn't be making such statements.

Regarding the differences between a DEB package and an RPM, one can extract the contents of a DEB archive using the standard UNIX tools "ar" and "tar". A DEB is simply a couple compressed tarballs archived together, similar to object files being archived together to make a library. With an RPM, one must play with dd to cut off the header of the file before you get the actual tarball. DEB's are simply more portable.
