So basically...
...the IT executives are increasingly dissatisfied with IT outsourcing, but the heads of the companies like it just fine. It did sound like the article was saying though that despite dissatisfaction, maybe it just meant they were using the wrong outsourcer, and that a different provider would be better.

So my guess is mid-level IT executives are increasingly dissatisfied with the decisions their higher-ups are making, which would of course lead to lower job satisfaction. Guess it's time for them to change jobs or get out of the business, eh?
