I wonder if this is related to the flaw that allows others in your home or office, sharing a computer to gain access to your hotmail account. I found this out awhile back but thought it was because my daughter was still logged in. It wasn't. I tried it on a different computer and it worked the same way. If you have someone using your computer to check their hotmail, you would be able to gain access even if cleared all cookies.
