This will be abused
I understand the motivation for this (having been a sysadmin myself), but this is a dangerous feature which will be abused, both by unscrupulous managers and administrators (frame the employee you're trying to fire) and by crackers (imagine a worm which wipes all the data off of your phone 5 minutes after it has tried to spread itself to every phone number it can see).

This is a serious mistake and both MS and its customers will be bitten by it.
