Takedown shouldn't be too hard..
..if we get our act together. AFAIK (or tell me please) all an ISP needs to take down an alien IP address is the ability to quickly add a 'dead end' route to the routing table at each egress point.

Or you could get smart and use a private 'live end' where you spoof the alien IP(s) with a notice saying what has been done and why.
