- If only a handful of phishers are caught and punished, it's going to be an acceptable risk for the rest; better to devote the resources necessary to lock up large numbers of them for 5-10 years each and then make them pay substantial restitution, than to execute a handful. To that extent, inflating the sentences is useless.
