And you think that locking up one phisher would solve anything?
Oh yeah, and cut them into pieces afterwards and feed those pieces to dogs. It is stupid to think that harsher penalty would stop others from commiting the crime.

The first step is to find as many as possible phishers. If from thousands of phishers one guy gets life in jail then others would not stop. Even death penalty would not stop them but if 80% of phishers would be caught then phishing would drop dramatically.
