Define Useful to You?
Certain Spyware/Adware applications redirect you to a competitors site when you visit the opposing website. This could be considered useful to you if you are doing your comparison shopping. But is usually considered an annoyance. Spyware should be required to follow strict guidlines such as:
1. An Application must notify a user of it's purpose and or possible side-effects to a system.
2. An Application should never do operations that would hinder a user's resources such as dialing out on a dial-up modem if it can not find a network connection.
3. An Application should not piggy back the installation of application post installation without the user's knowledge.
4. An application should always have an uninstall option that should work fully and completely removing the application from the user's system per user's request. If information is to be kept behind on the system, there should be an option to do so.
5. An application should not re-install itself or run itself more than one occasion unless requested by the user. "Most viruses don't even do this, yet Spyware does."

6. All information transmitted should fall under HIPA Regulations if they apply.
