Not really a loss to MS
You might want to read the article again. This multi-million dollar deal stuck between Novell and the U.S. Department of Health and Human Services is more a finiancial gain for Novell than a loss for Microsoft.

DHH gets "unlimited access, upgrade protection and technical support" for Novell products for approximately 100,000 systems, but they are not looking at any type of a migration from their current Microsoft products. There is no requirement to use the Novell products on any system but it sounds like DHH will be using some of the licenses they purchased.

Looks like our tax money got spent on a bargaining tool to use against M$ in future negotiations.
