It just seems to me that child pornography is a federal law first, and a state law second. Although our children are the first concern of a parent. So why aren't the Feds handling this the right way? To block a server, hosting site, etc.. is like the Federal Government telling people not to go to a particular state for a particular reason. While only a couple of people are doing this thing, the whole state is being punished. Same thing with the hosting site. I live in Florida. There are drug addicts, thiefs, and the like here. That doesn't make me one. When they make out a warrant for a suspect, it doesn't have my name on it. It has the perpetrators name on it, alone. So I say...... Go after the violator. Not the neighborhood. But it looks like, "if we arrest everyone in the house, we're sure to get the culprits" to me. So send the paperwork to he hosting sites warning them to monitor the content on the sites they host according to federal and state law. And what the penalties are if they don't. But with 80,000 sites, you might send a warning or notification with a predetermined time frame to comply after a discovery. Who can check every page of every site on a server every day? I mean really! But they could at least approve a site before it is available to the public as far as content and proposed content. After all, they own the server. And they do determine what is on it in the end.
