In the article, it talks about ISP's that host thousands of web sites with a single IP address.
Yes, ISP's can and do act as web hosts.

However, ISP's also know to whom they lease static IP addresses to. ISP's track down the leasee of an IP address and advise them to shutdown a particular web site.
