They can start closing newspapers, radio staions, TV stations etc. using the same argument...

Perhaps they can close a chain of local nespapers because of an ad advocating something illegal in one of them. This is equivalent to shutting down everything on a particular server (single IP address) instead of just erasing the DNS entry for the particular domain. If the law did not refer to IP particualarly, then the ISPs could just change the DNS entry from their local DNS servers to something that would serve a notice that this is blocked in accordance with blah-blah-blah. It would block most users. Only power users would know how to manually access an external DNS server to get around that if they want to. And that's not the responsibility of the ISP.

The problem here is politicians who are technically clueless trying to put technical terms instead of legal terms into laws. (Michigan once passed a law that Pi equals three because someone convinced the politicians that it would make area computations much easier...)
