A hopeless cause
Regardless of your stance regarding child pornography, you have to admit that attempts by government agencies to block these sites are doomed to failure. Those persons intent on presenting such material to the general public will continue to find a way. They will simply hop around the web, starting new sites when the old ones no longer work.

Will this PA style of blocking cause a nuisance for them? Of course it will. But you just need to look at the shenanigans of the world's spammers to see the total futility of attempts to block the sites.

The states and the Federal government need to find, arrest and prosecute the violators rather than blocking access to a whole host of legitimate material.

It is true that some of the purveyors of this illegal material reside beyond the reach of US law. As life would have it, there are somethings that we simply cannot control, no matter how noble our cause. We can try to get other governments to pass laws of their own, but we certainly cannot force them to do so.

Oh, in case you were wondering, the concept of child pornography is absolutely repulsive to me. People who seek out this kind of material have serious mental defects.
