There are two possibilities
I don't know much about the specifics of this law, but going by the description in the article I see two possibilities...

(1) The Pennsylvania agency in charge of this project is completely unaware of how the Internet works, or

(2) The state hopes to force the hundreds of thousands of legitimate site owners to make their hosts drop the child porn in self-defense.

How would like to receive a letter from your Internet hosting company saying something like:


Dear Valued Customer,

We at WeHostAnything.com regret to inform you that all Internet traffic to your site has been blocked. This is because a small number of our customers have engaged in illegal activity in clear violation of their Terms of Use. Rather than take any action against this small number of clients, we have allowed various government agencies to block access to ALL of our client websites.

We direct you to your Hosting Contract with us, which does NOT guarentee uninterupted access to your website. Despite the fact that this interuption is entirely our fault, we expect you to continue paying monthly hosting fees on time.

If you have any concerns of questions about this matter, please fill out a Customer Inquiry at our website. Unfortunately, our own website is blocked as well, so this may prove difficult.
