Define SPAM, in legal terms..
and you will see why it is difficult to make SPAM 100% illegal. What is SPAM to you may not be to someone else. And how do you track that SPAM? It could come from someone's machine and they don't know it. Yes, there is a specific company, website, etc. in the SPAM, but how do you prove that said company actually sent the SPAM. Heck, I know plenty of people (some probably on this board) that would start sending SPAM out as Microsoft just to get Bill Gates some jail time happy
