you should say "some" isp's
as stated in my other post we disable accounts when we are notified from several trusted sources such as the honeypot networks. we keep notes on it and if a customer is reported too much (we look at time frames on the reports so as not to overlap reports we already recieved) then we dont reenable them without some form of proof that they took their computer in or had a reputable repair person clean their system.

but unfortunately, some isp do take the easy way and restrict your internet.
