i work for an isp and...

we do shut off people that are found to be zombified. when they call in to complain that they cant "get in" then we explain they need to scan their computer yadda yadda and turn them back on so they can reach housecall and such.

for the most part we have a 3 strikes. if they dont fix it and we get multiple reports of the same thing, we dont turn them back on.

its simple enough. we do what we can, but users really need to also take more responsibility. some users dont want to learn how to stay secure. some say they dont need to learn because they dont go to "those kinds of web sites" etc. but truth be told, its like driving a car or anything else you do in real life. you cant just get in a car and drive without making sure your car is secure or safe to an extent. your zombie computer is like your rust bucket with parts falling off.

if youre rollin down the road and your hood falls off, whats going to happen to the car behind you? :P
