It's called a "Convenience Charge"...
...but it doesn't say whether it's more convenient for the customer, the bank, or both. Maybe we need a nice expose showing the costs banks and ISPs incur by implementing these systems, versus the savings they get from saving paper (and the associated handling of it) or conserving bandwidth.
