While the audit did reveal a lack of access controls, the audit stated that there were compensating controls in place to protect the financial systems. In fact, none of the financial data for fines where apparently at risk. In addition, there were no compliance defalcations or errors and omissions. Nevertheless, as the audit intimates, let a strong internal or external hacker get in and all that goes out the window.

Typically, this is a budgetary issue. Remember, when we cut here and there to support other worldwide initiatives, those functions not directly related to the mission are always the first to go.

I wonder where the Department of Homeland Security was in all of this mess. Please recall that they actually did a fail a GAO audit for totally missing the security and management mark.
