Spamhaus is one of the least trigger-happy elements in the anti-spam spectrum. The fact that they blocked is newsworthy in itself. What got Costa Rica blocked was the attitude of their national ISP, who basically responded to spam complaints by saying "We're the phone company; we don't have to care".

As for Nigeria, they have long been home to massive criminal operations. The only thing that's changed is the technology. You younger whippersnappers may not be aware that Nigerian con-artists were sending out 419-scams via postal mail 25 years ago, rather than email. It was so bad that the USPS responded by checking closely for counterfeit stamps on mail from Nigeria.
