Europeans are much safer
Take a look at UBS handles this in Switzerland. Simple to use, and extremely secure. You just cannot be phished without a very sophisticated real-time man-in-the-middle attack.

Also, European countries were never stupid enough to secure confidential documents with a PUBLIC key (the dreaded SSN).
