Yes, with one small change...
A PC owner may need internet access to download patches and cleaning aps, and to update their virus definitions. Cutting them off from http and ftp will not help them do that!

Cut their outgoing email - and nothing else. Send them a message from the ISP detailing why they've been cut, and in detail (becuase they're probably vlueless) explain how to secure their systems.
