ridiculous assumptions
The observation that an insider was to blame is based on two
"facts":
1. The worm spread from a single host.
2. The worm in first stage "knew" the address of a large number
of hosts at a military establishment.

What if:
1. This server was just the dropzone for the worm, and access
had been gained illegally to this server. (like that never
happens!).
2. Another site had been compromised (in this case the military
site), and a packet snooper run to collect local ip addresses of
compromisable machines.

You could do this from anywhere in the world.
Jeez where do these "security" experts come from??
