Some of these users...
Some of these users are not young people (grade school, high school, college-aged, young adults) and are so frightened of computers in the first place that they have no idea what to do. Having the ISP get rid of them is not going to make them any less frightened of the coputer or the Internet and is definitely NOT the answer, it'll just make them go to another ISP and they still have the same problems.

What needs to be done is a way to educate the older users so they do not fear the computer or the Internet and can learn to protect themselves. Besides, the original article is not about kicking anyone off the ISPs, but about how the malware/spyware/TJ/Worm/Virus spreaders are going about things differently.
If companies first get into the computer portion of their business, I'd hope that they'd have someone in IT who could fix the problems. The people who do those things hit 100-10000 computer in a large network, who thens sends the virus/spam/etc. out to more computers, then discontinue the program or change it. That's the problem, not small users.

They target a certain market, then they plant what they want, and before the company knows what is going on, they've spread a virus. Most ISPs now have a spyware/virus program that will identify this stuff in short order, but when it first comes out, it's all but impossible, so they're trying to figure out a way for the ISPs and other computer users to identify the stuff before it's spread, which is not impossible, but is difficult to say the least.

So, please, let's not talk about this type of censorship. Most people who have viruses don't even know they have one, either from lack of knowledge or not caring that they're sending them for one reason or another. Mostly though, it's a lack of knowledge. We need to find a way to educate those who have a lack of knowledge. That's the answer.
