There is only one problem with that
If the user doesnt do anything but surf the web and use webmail, they will never notice.

The other problem with this is that as an isp, you cant be so heavy handed with users. There is alot of compettion out there and pissing off a customer is not going to help your bottom line. Granted being heavy handed may or may not work for the big guys, but the smaller isps have to do it gently.

Then there is the issue of computer literacy or if the person has multiple computer is OS's ranging back to windows 95 or 98 and the compatibility of your cleaning software. There are different places to hide in each OS.
