Any system can be built with a robust and verifiable audit system. The first requirement is that the code and platform be completely open - anyone should be able to inspect the code of both the application and the platform it sits on.

Secondly, any data entered into the system (e.g votes) must be logged independently of whatever logic is applied to the data (e.g. the vote counting logic).

And lastly, anyone must be able to scrutinise the logged data. This can all be done without revealing the way an individual has voted. It just requires a bit of care and attention during design and development.

Anyone should be able to take the vote data file and run it through an independently created program and get the same result.

It's quite simple, it just requires common sense.
