The "economic clue" is monopolies commit crimes and the fines are so low compared to profits, that crime does pay...

when ever a crime is commited the fine should at least be twice the profits...

imagine if the fine for stealing a cd was $2, how many would not steal a cd? and would actually go out and pay $15 for one?

Crime increases when the law allows crime that pays
