I think we need to go back to the old ways to solve this problem
I can't understand why its so hard to catch these guys. If thay steal money from a bank account theres ALWAYS a way to track them, just follow the money. If they set up a decoy bank account, give 'em the account number and follow the money when they raid it, it will lead them right to the *$%^&%$'s. If we let the CIA or the Israli Mosad chath these guys, the we could use the old solutions, drawing and quartering comes to mind....or, do you remember years ago when Dudly Doo-right used to save Nell from being tied to the railroad tracks..., that would work too! Then again, we could just take 'em to Iraq tear off their clothes paint them with a blue dye for easy identification, and turn 'em loose at high noon.

That would surely solve the problem, the perp would never do it again, and his buddies might decide to take up fishing instead of phishing...
