Maybe so, but
having the patch do it automatically would be easier for the user (though maybe not the programmer, but in the end who's the boss?) and it would be MUCH quicker, especially when you consider how much firewalls, AV, spamware, anti-spyware, etc. slow down your boot time. Took me almost 8 minutes to be back up and working after I clicked the reboot button (and I do not define the presence of a desktop to be "up and working", in fact I find it quite aggrevating that I have a desktop several minutes before I can do anything with it).
