I run three anti-spam servers based on spamassassin and i use RBLs. I however don't use RBLs that blacklist dynamic ranges. Keep in mind that the range they blocked might not all be dynamic. They could of limited it one subnet at a time, but instead choose to block the entire ISPs range. This only hurts the people they are protecting
