Any system that blacklists entire ranges of IPs or customers because a portion of those are guilty is akin to digital terrorism. By all means punish the guilty, but don't write off a few hundred thousand innocents in order to do it. It's an easy out by slow minds, does nothing to solve the underlying problem, and is totally ineffective in the long run. If everyone took this approach the Internet would essentially be rendered useless.
