As much as it kills me to say anything good about AOL, as far back as five or so years ago, they would shut a user's account down for excessive mail activity. The user had to call and get their account reactivated and create a new password. The thinking then was that someone compromised their account, and by manually logging into it, sent tons of spam from it.
Today's problem is a little trickier, with viruses running their own SMTP engines, because an external mail server is not needed to relay the message. This eliminates identifying by user name. However, there is no excuse for them not acting when home customers were sending hundreds of thousands of e-mails a day!
Hopefully, they will lose a lot of customers to better ISP's before they get off of the blacklist.
