Firewalls and AVs...
I'm of the mind that they should be a public service. Home users equiped with both and spyware protection are a public good. More users with protection means less infected machines which means fewer machines spreading the infection which leads to less network burden. There are several quality free versions for home users out there anyway. Zone Alarm for example. As well as AVG Antivirus and Antivir.

There are was a reason some vacinations were given out at school. They served the public good by protecting more than just the individual that received treatment.
