At last an ISP has been forced into action.
Users who do not protect and care for their machines should be unwelcome customers.
At the same time, an ISP that insists on infection control must do something towards it. I'm not sure that AV and firewall software should be free but a low price deal could certainly be worked out with suppliers.
As for the shifting IP address of dialup customers, they can still be identifed, even if only from connection time and calling number.
It is time that spammers were confronted with
"Sorry, we don't forward non-local mail" and denied identity spoofing.
