I agree with blocking, but only confirmed ip addresses.
The ISP's are in a tuff position, with fickle users and tuff competition, its hard to keep customers. When you start taking actions against customers for problems resulting from user stupidity, you end up with consumer backlash, but if you do nothing you end up with industry backlash. Every isp has a TOS agreement and they need to stand by it, i think with todays instances of spyware, the only way to confront users about their own stupidity is to provide them with the tools to fix it, which is exactly what this company is doing. I hope they are able to work it out.
