If you write a book based on characters that some other person developed then yes they should be paid for your work. If you write a book, based on characters that you make up and you make famous, then any profit is yours. If you take characters that someone else has made famous then the work is not yours alone and if the original author wants to be paid for it, they have every right to be paid. They also have the right to tell you to take the book off the market as you do not have permission to use their characters or if they so desire, they can say, great, use the characters if you want, just say that they were the first writers.
