In response to worknman's question "So, why don't they
arrest them?"

It is not an easy task to track back to the people behind the
phishing attempts. Often the website are hosted or emails
originate from hacked machines and the real owners don't
know they've been compromised.

Unfortunately other zombie machines also make tracing the
real source of traffic difficult. Like in the movies with phone
calls being routed via many intermediaries a clever hacker
will do the same. Add to that the international police co-
operation required and the hacker has likely moved on
before any attempt to trace them can be organised.

The only solution is education and better software. The
latter is the part that needs the most attention (any giant
convicted monopolists listening?).
