Just SEE what is already available and compare.

Just look at the SUCCESSFUL (in terms of security, stability, functionality and efficiency) examples.

1) UNIX: rock solid in all of the above;

2) z/OS : same

3) Open-VMS : almost same (too old)

4) Linux: much better in all of the above than the ms windows platform; and it is progressing very fast.

Although ms windows has received TOP amounts in man hours, resources and $$$$ it is still ransk at the very BOTTOM in terms of s/w quality.

Why really? (a) ms CANNOT develop a decent os; (b) they do not care; (c) BOTH. I go for (c).

BTW, they would care had they been ACCOUNTABLE.
