Iron Mountain most certainly deserves MOST of the blame, but think about this. As an employer you have real people depending on you to make sound judgment; therefore, there are BASIC precautions that MUST be taken in order to protect information. Choosing Iron Mountain was the method that TW chose to protect their offsite backup tapes. But that is only part of the equation. The first replier hit the nail on the head with the encryption thing. How can you NOT choose to encrypt such sensitive data? That IS irresponsible, like it or not. Want a better analogy? Ok, how about this. It's like someone making a credit card transaction or signing on to online banking. No doubt that it is a risk. How is that risk mitigated? With SSL encryption. TW REDUCED the risk of their off-site information being stolen by using Iron Mountain, but they did not plan for the contingency of the tapes being lost or stolen. Nothing in this world is 100% guaranteed, so you almost have to assume that there is at least a chance that the tapes could be intercepted.

Take another look at the IM website quote "...relieves your backup burden - and risk...". Relieves is the key word. They could have used "eliminates", which would have indicated 100%. "Relieves" is not "guaranteed" in any context that I can think of -- close, but not 100%.
