It should go deeper than Intermix
The companies that are paying them to distribute the malicious software should be prosecuted as well. This is similar to enforcing laws that hold companies that provide financial aid or support to terrorists liable. I spent months and a few $$$ trying to find software that would remove a hijacker. Eventually I got rid of it, but what a hassle.
